The World Oceans Authority (WOA; sometimes known as the Worldwide Oceanic Association[1]) is an organization that was founded by the United Nations to monitor ocean activity and protect the world's oceans. Despite this, the WOA is actually land-based, where the monitors all activity by land and has no preference over the oceans compared to the Nektons, which requires the support of people that overseeing the waters. However, it has a fleet of submarines. The WOA's insignia is based off the standard United Nations emblem with a Blue Wave replacing the globe.

Nekton Family[]
Kaiko Nekton was once a member of the WOA and was at the time, respected by the agency. Despite this, she later resigned from the agency due to her mutual disagreements with the agency and Commander Pyrosome. Although no longer with the agency, the Nekton family still keeps the WOA in touch in regards to any important notifications to declare any area to be protected. This includes any area where marine wildlife is endangered. However, there were times where even their regulations with other governments puts themselves above the Nektons and their primary objectives. One example includes the WOA arresting the entire Nekton Family over stealing artifacts from the Minerva although it was later resolved after they discovered that one of the paintings left in the Minerva was actually a fake.[2]
